The cost to hire a remote developer depends on which labour market you hire from and on what the published figure actually includes. Median wages for US software developers were $65.38 an hour in 2025, per the Bureau of Labor Statistics. Across the EU, average hourly labour cost ran from €12.0 in Bulgaria to €56.8 in Luxembourg. Both numbers are correct. They measure different things.

What is the real cost to hire a remote developer?

There is no single rate, and any page that gives you one without telling you what it measured is guessing. The two most defensible public anchors are these: US software developers earned a median of $65.38 an hour in 2025 according to Bureau of Labor Statistics wage data, and average hourly labour cost across the EU ranged from €12.0 in Bulgaria to €56.8 in Luxembourg in 2025 according to Eurostat.

Those two figures are roughly four times apart at the extremes, and that spread is the real answer. What you pay is set by the labour market you hire from. Everything below is about reading the numbers that describe those markets without being misled by them.

Why does every published rate range disagree?

Because the published ranges are answers to different questions, and almost nobody states which question they answered. One measures what an employer pays in total, one measures what lands in a payslip, one asks developers and takes their word for it. All three are legitimate. Averaging them is not.

There is a second reason, and it is the one that catches most buyers. People assume remote work itself carries a discount. It does not. In NBER Working Paper 33383, Cullen, Pakzad-Hurson and Perez-Truglia found that US tech workers will on average "accept a 25% pay cut for partly or fully remote roles", and then tested whether remote roles actually pay less. They rejected that hypothesis: using new salary data for tech jobs, remote positions did not pay less than otherwise identical in-person ones.

That matters for your budget. The saving from remote hiring does not come from the arrangement. It comes from where the person lives.

How the main rate datasets are actually built, and where each one breaks

Each dataset is built from four stages, a sampling frame, a collection instrument, a currency layer and an aggregation unit, and each stage introduces a specific, predictable distortion. Read them in that order and the disagreements between the three headline numbers stop being mysterious.

Eurostat collects from the employer side. Its unit is total labour cost per hour, so it already contains the employer's social contributions and payroll taxes. That is why it is the closest thing to a budget line, and Eurostat puts non-wage costs at 24.8% of total labour cost in the EU in 2025, ranging from 4.8% in Romania to 32.3% in France. Its failure mode is resolution: this page reports the whole economy, not software specifically, so it tells you how expensive a country's labour is, not what a developer there costs.

The Bureau of Labor Statistics runs an establishment survey. Employers report what they pay by occupation code, which for software developers is 15-1252. The aggregation unit is a wage, so equity and employer non-wage cost are both outside the frame, and only people on US payrolls are inside it. Contractors are invisible to it. The result is precise and narrow: $65.38 an hour, $135,980 a year, US employees only. One practical note for anyone trying to check this: bls.gov refuses automated retrieval, so the same data is published by the Department of Labor's O*NET OnLine, which is where our figure comes from.

Stack Overflow runs a self-selected web survey, and it is unusually honest about the consequences. Its 2025 methodology records "49,009 responses from 177 countries", fielded from 29 May to 23 June 2025, and states that respondents were recruited through Stack Overflow's own channels, "which means highly-engaged users were more likely to participate". That biases the sample toward developers who are plugged into the global market, which pushes reported pay upward in lower-cost regions specifically.

The currency layer is the detail almost everyone misses. Stack Overflow "converted salaries from user currencies to USD using the exchange rate on June 25, 2025". Every country median in that dataset is therefore priced at a single instant rather than averaged across the year. For a country whose currency moved during 2025, the median you are reading is partly a snapshot of one day's exchange rate.

Regional surveys inherit the same problem in a smaller frame. OfferZen's 2025 South Africa report is the largest published African developer survey we could verify, drawing 5,402 responses of which 3,423 were valid, and it states plainly that "Salary in this report refers to gross salary before tax and excludes benefits". That sentence is what good practice looks like, and it is also a warning: even a careful survey is reporting something narrower than your cost.

What does a remote developer cost by seniority?

Global median pay runs from $62,015 for a front-end developer to $103,112.50 for a cloud infrastructure engineer and $130,000 for an engineering manager, according to the Stack Overflow Developer Survey 2025. Those are role medians, not seniority bands, and the distinction matters: no large public dataset we verified publishes clean junior, mid and senior medians with a disclosed method. Role is used below as an explicit proxy, not as a substitute.

What does a remote developer cost by region?

Region moves the number more than seniority does. Holding one role constant makes that visible: across the countries with the largest samples in the Stack Overflow 2025 survey, the median back-end developer's reported pay spans nearly eight times from top to bottom.

Two honest caveats. First, these are self-reported total compensation figures from a self-selected panel, so treat them as the shape of the gap rather than as a price list. Second, and more awkwardly: no credible public rate benchmark exists for African developers outside South Africa. We looked, using the same standard applied everywhere else in this article, and found only estimate sites with no disclosed sample or method. Rather than publish a range we cannot defend, we are telling you the figure does not exist. Why salary is not the cost of employment

Salary is the smaller half of the question, and the gap is measurable. Eurostat reports non-wage costs at 24.8% of total labour cost in the EU in 2025, with a spread from 4.8% in Romania to 32.3% in France. Budget from a salary figure alone in France and you are roughly a third short before anyone writes a line of code.

That variance is also why a country's headline wage tells you less than it appears to. Two countries with identical developer salaries can differ by more than 25 percentage points in what the employer actually pays, purely through social contributions and payroll taxes.

Convert to an hourly figure only after you have decided the region, because region moves the number further than seniority does.

What costs are hidden in a remote developer's hourly rate?

Mostly the employer's non-wage costs, which Eurostat puts at 24.8% of total labour cost across the EU in 2025, reaching 32.3% in France. Beyond that, wage-based figures such as the Bureau of Labor Statistics median exclude equity and bonus entirely. When you compare a contractor rate against an internal salary, check whether the salary figure includes the employer's share before concluding either is cheaper.
